Hours:

5 hours per week working from home which can be worked flexibly.
Overtime will be considered if necessary.
The Council meets in the evening Bimonthly in Ellisfield, although additional meetings may be required.

Our council and the role:

Ellisfield is a small rural village in Hampshire, close to Basingstoke. The Village has 2 allotment sites, a playground and small burial ground. As Parish Clerk you will play a pivotal role in shaping the future of residents in Ellisfield.
You'll be responsible for arranging and attending council meetings, preparing agendas, supporting papers and minutes; providing procedural and administrative guidance to the Council; managing finances, maintaining official records, handling administrative tasks, updating the website, preparing policies and procedures, liaising with Parish Councillors, external bodies, and residents. You’ll also be required to conduct checks on key sites and liaise with contractors.
You will be the liaison for the Ellisfield Volunteer Group in the village. Your duties will include arranging the annual insurance, paying invoices and facilitating the servicing of the equipment.

Duties will include:

• Creating Agendas and taking minutes of the Parish Council meetings
• Paying all Invoices and maintaining the accounts
• Arranging Burials and interments and keeping all paperwork up to date
• Managing the allotment sites and Play area
• Arranging annual Insurance for the Council
• Liaising with both residents and local contractors

The ideal candidate will have/be:

You’ll have significant experience in administration, finance/book-keeping, and preferably government procedures and legislation relevant to a Parish Council. Ideally, we’d like to hire a candidate qualified with the Certificate in Local Council Administration (CiLCA) however, if you don’t have this qualification but are willing to work towards it, your application would be most welcome. You should be familiar with using MS word & excel and cloud-based file storage and sharing.
