Both home and office working.  Office working will be within the Parish Office, based in Shedfield.  

Salary:

Salary - NJC 19 – 23 (£31,067- £33,366 FTE) depending on qualifications/experience

Hours:

30 hours per week (including evening meetings)

Our council and the role:

Shedfield Parish Council is seeking to employ a Deputy Executive Officer for 30 hours per week to join the parish team who actively support the council members to make a positive contribution to our parish.

The Council is looking for an individual who can work with the Executive Officer to support the efficient running of the day-to-day business and engagement with the residents, businesses, and other organisations.

The successful candidate will be a friendly, enthusiastic, energetic, and confident individual who will also demonstrable capability of:

  • working effectively with members of the public, elected members, and key stakeholders
  • is highly proficient with the use of Office 365
  • previous experience in planning matters is desirable
  • flexible and able to attend evening meetings
  • is well organised and motivated to achieve deadlines
  • the ability to deputise for the Executive Officer

Duties will include:

Committee and Meeting Support

  • Clerk the Planning and Highways Committee and assist with other Council committees as needed.
  • Prepare agendas in consultation with Councillors and circulate meeting documentation in advance.
  • Take accurate minutes, track actions, and ensure timely follow-up.
  • Attend evening Council, Committee, and Working Group meetings as required.

Planning and Highways

  • Monitor Winchester City Council (WCC) and Hampshire County Council (HCC) planning portals for new applications and appeals.
  • Circulate planning information to the Committee and request deadline extensions where necessary.
  • Draft and submit Planning Committee responses, ensuring accuracy and alignment with Council views.
  • Liaise with planning consultants and represent the Council at external planning and appeal hearings, when required.

Operational Tasks

  • Liaise with Lengthsman contractors and coordinate task schedules with input from Councillors.
  • Assist in health and safety compliance and risk management for Council activities and property.
  • Support marketing, communication, and event management efforts to promote Council initiatives.

Finance and Projects

  • Work alongside the Responsible Finance Officer and Parish Clerk to understand financial procedures and deputise when needed.
  • Support or manage Council-led projects as delegated.
  • Identify and pursue funding opportunities and alternative income streams.

Relationship Management

  • Build and maintain positive working relationships with Councillors, contractors, local groups, and partner authorities.
  • Promote collaborative working and effective communication between stakeholders.
  • In the absence of the Executive Officer, to supervise and manage staff.

    The ideal candidate will have/be:

    Educated to GCSE, or equivalent NVQ Level 3 qualification in English & Maths or equivalent work-based experience.

    Once appointed work the opportunity to work towards achieving the Certificate in Local Council Administration (CiLCA).

    General management experience ideally including managing people, projects, assets and property.

    Awareness of financial systems and be proficient in Microsoft 365

    Competent in using IT systems (including word processing and spreadsheets) with good general IT awareness including using the Internet, websites and social media.

    General understanding of Health & Safety requirements for the Council and the public.

    Able and willing to work evenings and weekends as required.
