People & Development Solutions Designed for the Local Council Sector
Local Council People & Development (LCPD) is the HR service provided by Hampshire Assoiation of Local Councils.
The HR Service covers ongoing email and telephone advice and support on all aspects of HR including Absence, Conduct, disciplinaries and grievances, capability processes, TUPE and pay reviews along with an overview of your Council's current employee policies and proactive updates when legislation changes. We can support with referrals to Occupational Health and give your Council access to Hampshire Legal Services and the Pension advisory team too. Contract templates and statutory policies are included in the membership fee with advice and status updates provided when required.
The service is provided by qualified experienced HR professionals who have experience in the local council sector and therefore we understand the way these organisations work. The HR service is for Town and Parish Councils with the advice given bespoke to your Council and takes into account your protocols and procedures and the Council as an employee relationship.
An additional consultancy service is available to support projects throughout all stages of the employment lifecycle from recruitment and selection through to leaving the organisation. This can be provided remotely or onsite depending on your requirements.
In addition, by a number of local councils investing in sector-specific expertise, we are able to work strategically to solve common issues and on integrating wider initiatives and changes to legislation into our sector, for example, the changes to workplace pension rules. This benefits both individual local councils and the sector more generally.
